What happened to Big Government staying out of a state's business?

Charles Lane in the WaPo The Bush administration has come to the defense of Texas in a legal battle with political overtones, telling the Supreme Court in a brief filed yesterday that the state's 2003 congressional redistricting plan, drafted by Republicans, is fully consistent with the 1965 Voting Rights Act. That was the redistricting that produced districts like District 15 and some strange districts in the insets. At the behest of Tom DeLay. So... why exactly are federal tax dollars being spent to defend the state of Texas from discovering justice in the courts?
