I don't like this, since it concedes benefit cuts of up to 9%, and payroll tax hikes, meaning it has no political constituency.

The Utwater plan: a 1% tax on wealth, the proceeds of which are to be distributed to the poor, the aged, and the ill.
There are other new articles on bepress, but this is the creme de la grim. (Economics being the dismal science and all)
