A Unified "Failed" Theory
We know the troops in New Orleans thought they were fighting "the insurgency." We know that the troops in Tal Afar, apart from dealing a certain amount of death and random destruction, came up empty.
Two big time failures, right at the same time.
Coooooooooincidence?
So, here's a unified theory to account for it. Maybe Bushco got confused between the two missions.
They certainly succeeded in destroying New Orleans.
Maybe the American Red Cross is serving donuts to some very puzzled Tal Afarians even as we speak.
