Not Even Negroponte

Not even John Negroponte will publicly support Dick Cheney's campaign to create a loophole for the CIA to torture prisoners. When you go too far for John Negroponte, you've really gone too far. Meanwhile, John McCain, who could tell Ticky Dick a thing or two about torture except that Dick would probably enjoy it too much, has vowed to add an anti-torture amendment to "every piece of important legislation voted on in the Senate" until both houses of Congress ban torture. I eagerly await Bush's threat to veto this legislation.

Comments:
Negroponte won't agree to it for two reasons:
1. It limits who can be used for torture
2. It tacitly admits that what is being done is not "stress positions" or "fraternity pranks", but criminal in nature.

A happy compromise will be reached in which the American government employs contractors with no supervision to do whatever Bush wants.
