Anyone Feel Like Parsing This?

Anyone feel like parsing this Bush initiative? http://www.whitehouse.gov/omb/expectmore/ Does it seem as if the "bad" programs are those that Bush and/or his minders don't like? And can we draw some connections between the "good" programs and those that Bush has an ideological and/or financial interest in promoting?
